This online course helps non-profit housing providers in Toronto understand how to calculate and administer rent-geared-to-income (RGI) under the Housing Services Act, 2011 (HSA) and how to apply the City of Toronto’s local rules.
Regulatory amendments under the HSA, aimed at simplifying RGI administration, came into effect in the city of Toronto in 2021. The City of Toronto, in partnership with ONPHA, has customized this course to meet both new province-wide RGI administration requirements as well as local rules and processes set out by the City of Toronto, as service manager.
Who should take this course: This course is a requirement for all new staff of City of Toronto social housing providers (co-ops and non-profits) who are responsible for any portion of administering the rent-geared-to-income program. Housing providers or the City may also recommend or require additional training for other staff they identify.

What you’ll learn
This course will teach you the how-tos of RGI administration under the new simplified rules. After completing this course, participants will be able to:
- Administer the single offer rule that came into effect in Toronto as of January 1, 2022.
- Recognize and describe concepts underlying the new, simplified administration of RGI.
- Locate and make effective use of program reference and resource materials, including the City of Toronto’s RGI Administration Manual and the Housing Services Act, 2011 and its regulations.
- Assess and verify RGI eligibility, including income requirements and local occupancy standards.
- Identify and correctly execute the main steps of an RGI calculation.
- Identify how and when to implement RGI changes, including understanding what to do when a household becomes ineligible for RGI, or when a household requests a review of a decision.
- Prepare proper, timely notifications and communications to RGI households.

Course format
You can complete this online course at your own pace over two months. It requires approximately 20 hours of total study time. The course includes examples, scenarios, and short quizzes to reinforce and ensure your understanding of the information presented in each section. Throughout the course, learners will have access to a facilitator through a discussion forum.

- Operating systems: Windows 7 or higher, Mac OS X 10.6 or higher
- Browser: Runs JavaScript
- Software: Microsoft Office 365 or Open Office, and updated versions of Adobe Reader
Consent to share information
This course fulfills the training requirements for all new RGI administration staff within the City of Toronto, and will be reflected in the housing provider’s quarterly reports. The Ontario Non-Profit Housing Association (ONPHA) will provide regular updates to the City of Toronto, as Service Manager, regarding enrolment and learners’ progress.
