About this award 

The ONPHA Sybil Frenette Outstanding Leadership Award recognizes individuals whose energy and vision have furthered the cause of non-profit housing in Ontario. Through the course of their careers, these leaders have created a lasting legacy through significant contributions to their organizations, communities, and Ontario’s non-profit housing sector. 

This award recognizes an individual (rather than an organization). 

Eligibility criteria  

The individual must meet the following criteria:

  • Be an ONPHA Housing Provider Member.
  • Has made a significant contribution to their own organization, community or region.
  • Has demonstrated vision, leadership and the ability to work well with others to serve the needs of low-income earning individuals.
  • Has demonstrated a continued commitment to non-profit housing and created a lasting legacy benefiting tenants and the community.

2025 ONPHA Sybil Frenette Outstanding Leadership Award Winner:

Winnie Peters | Tipi Moza (Iron Homes)

As Executive Director of Tipi Moza, Winnie Peters has transformed the organization from a small provider into a powerful force, now offering more than 55 homes across Kingston, spanning rent-geared-to-income, affordable, and transitional housing. Seeing the crisis of Indigenous homelessness – where 3.4% of Kingston’s population represents 31% of those unhoused — Winnie pioneered the city’s first Indigenous-specific transitional housing program. Winnie’s integrity and vision have opened doors to powerful partnerships with the City of Kingston, YMCA, and federal agencies, creating a model now being replicated across the region.
