For over 30 years, ONPHA has been Ontario’s leading voice advocating for community housing. Our efforts have played a key role in securing over $23+ billion in recent funding for affordable and deeply affordable housing—helping to meet the urgent need for stable homes across the province.

As one of Ontario’s largest housing developers, we transform lives every day.

Together, ONPHA members manage nearly 160,000 units—representing about one-third of Canada’s total community housing stock.

From emergency shelters to affordable rentals and low-end-of-market housing, ONPHA supports the full spectrum of housing needs. Community housing is the bridge that helps Ontarians move from homelessness to homeownership, ensuring everyone along the housing continuum has a place to call home.

Our strategy: Build, Protect & Support

ONPHA’s Build, Protect & Support strategy is our holistic plan to grow affordable housing across Ontario. We’re not just adding new units—we’re safeguarding the homes we already have, ensuring they remain permanently affordable while integrating wrap-around supports that help tenants thrive. Together, these efforts create a holistic strategy that secures a brighter housing future for all Ontarians.

Grow Ontario’s affordable housing stock

We are championing key actions to expand community housing and address the province’s housing crisis:

  • Create an Acquisition Fund: Launch a fund to help non-profits acquire rental units, preserve affordability, and grow community housing.
  • Set housing targets: Introduce targets for Ontario’s 47 service managers to expand community housing and meet rising demand.
  • Remove barriers: Streamline processes and cut red tape to help non-profits grow faster and build more affordable homes.

Preserve Ontario’s existing community housing stock

We advocate for measures to ensure the sustainability and longevity of community housing:

  • Increase capital repair funding: Support funding for critical repairs to aging housing stock, protecting existing homes and enabling providers to leverage assets for future growth.
  • Clarify end of operating agreements: Provide clear guidance and support for housing providers navigating expiring agreements to ensure subsidized housing is preserved and the transition process is seamless.

Strengthen the sector and support those who rely on it

We advocate for actions to create more effective solutions for community housing:

  • Indigenous Housing Advisory Table: Create a formal table for collaboration between the province and Indigenous housing providers to develop culturally appropriate solutions.
  • Faster LTB hearings: Reduce delays by prioritizing hearings and introducing emergency processes to support tenants and housing providers.
  • Boost operating funding: Provide funding to help housing providers manage rising costs, tenant needs, and essential services.
