Empowering community housing providers in their transition to a new operating environment

Ontario’s Community Housing Renewal Framework Initiative introduced significant changes to the Housing Services Act, 2011 that came into effect on July 1, 2022.  

As non-profit housing providers transition into new funding agreements following the expiration of their current mortgages or operating agreements, they will face a new operating environment. We anticipate it will take 5-8 years for every provider to enter into their new funding agreement, leading to a comprehensive transformation of the sector.

This initiative helps ONPHA members navigate the new legislation and make informed, strategic decisions. Our goal is to ensure every community housing provider is well-equipped to transition smoothly into the new regulatory framework.

Our goal with the Community Housing Transformation Initiative is to guide housing providers and service managers as they transition into the new agreements. Is your organization’s mortgage or operating agreement expiring soon? Follow these steps to help you navigate your negotiations:

Step 1: Self-reflection  

Consider the following questions: Who are you as an organization? What are your goals and objectives for stability and growth? What does your future look like? 

Step 2: Understand your options 

Learn the definitions and options available and take advantage of our templates to prepare for your negotiations

Step 3: Set a strategy 

Develop a comprehensive strategy for how you will engage with your funding partner (most likely your service manager). Consider the following questions: What does your future look like? What do you want your negotiation to looks like? And, ultimately, what do you want your new funding agreement to look like?  

Step 4: Get extra support 

Explore our STEP program and work with an expert to help you navigate this process.
